Yes anon, they are the same animal.
If you call a 'sweater' a jumper, what do you call the sleeveless dress that layers over a blouse or turtle-neck? That is what we call a jumper.
I'm not sure, no one in the UK has worn a dress over a blouse or turtle-neck since 1978.
LOL I guess they are 'outdated,' but can still be found in children's wear. Good to know, for future captions.
