It's fine to recycle old captions on new photos in my opinion. If they're not appropriate then they won't get votes.
Consider it a race at 11am/8pm to find the best and most appropriate past material on the site for the new photo. Of course, the author of the original caption will have a massive advantage, but that's only fair, right?
Of course it is. It wouldn't have given it a like otherwise. The running jokes and recycled captions are often the best (so long as they are relevant and in a decent time scale).
Also the challenge is not pcking the old ones that are so obvious they wont get so much recognition. This is the best recycle for a while though. Last used on the 3 clowns on an esculator picture if I remember...
